There wasn't a lot of talk specifically about it, not that I can remember. People spoke a bit about the changing mindset of water entitlement holders, and a bit about the buybacks and efficiency programs undertaken in the past, but not so much about their effect on licence holders/communities.
I'm concerned about the repercussions of past sales of water allocations. Was this a part of the discussion at this forum?
